The youth leadership body of the Troop is the Patrol Leaders Council (PLC). The PLC is made up of the Senior Patrol Leader and his assistant, the Patrol Leaders (and assistants), Troop Scribe, Quartermaster, and New Scout Patrol Troop Guides.
Subject to adult leadership approval, the Scouts of Troop 89 develops the Troop’s annual program and then plan the detailed activities to implement that plan. One of the responsibilities of the adult leaders in Troop 89 is to guide the boy leaders in learning the skills of leadership within the Troop.
The first Tuesday evening of January, March, May, July, September and November, Troop 89 holds a Patrol Leaders Council (PLC) meeting unless scheduled otherwise. At these meetings the youth PLC sets the detailed Troop plan for the upcoming months. The monthly plan is built upon the broad planning done by the PLC at the annual Troop planning meeting held in late July or early August each year. PLC meetings run from 7:00pm until about 8:30pm. The Senior Patrol Leader and Patrol Leaders are the voting members of the PLC.

sENIOR PATROL lEADER (spl)The SPL is the youth leader with the most responsibility in the Troop. During the Scout’s tenure as SPL he is not formally a member of any patrol. aSSISTANT SENIOR PATROL LEADER (aspl)The ASPL will step into the SPL’s role when the SPL is absent. During the Scout’s tenure as ASPL he is not formally a member of any patrol. In addition to filling in for the SPL when needed, the ASPL is responsible for the training and direction for other Troop leaders (quartermaster, scribe, historian, librarian, etc.). The requirement for ASPL is First Class rank and at least one term as a Patrol Leader. The ASPL must complete his Star rank before assuming the office of SPL. |

PATROL LEADER (pl)The PL is responsible for the patrol’s activities and represents the patrol at all PLC meetings. The requirement for PL is First Class rank. |

ASSISTANT PATROL LEADERThe Assistant Patrol Leader fills in for the Patrol Leader as needed and also operates as the Quartermaster for his patrol. He is to maintain the upkeep of the patrol’s chuckbox and all its contents in cooperation with and to assist the Troop Quartermaster. |

TROOP GUIDEThe TGs act as mentors for the members of new-Scout patrols or for patrols with younger members. This position is appointed by the Scoutmaster. The requirement for TG is Star rank and at least six months of active troop membership. |

QUARTERMASTER (QM)The QM is to assist the adult Troop Quartermaster in maintaining Troop equipment and preparing Troop equipment for campouts. He is responsible for checking out equipment to the patrol grubmasters at campouts and checking in same equipment at the end of the event. The requirement for QM is First Class rank. |

SCRIBEThe Scribe is the Troop’s secretary, responsible for keeping records of all PLC and Troop meetings and attendance at all troop events. The requirement for Scribe is First Class rank. |

historianThe Historian is responsible for collecting and maintaining photographs, stories, awards, flags, and other memorabilia. This memorabilia is to be displayed at Courts of Honor. The requirement for Historian is Second Class rank. |

LibrarianThe Librarian is responsible for maintaining the troop library. Mostly this will be merit badge books. He is to make these available to the troop members to check out as needed. The requirment for Librarian is Second Class rank. |

chaplains aideThe Chaplain Aide assists the Troop chaplain in religious services for the Troop. He should open all troop activities with a prayer. The requirement for Chaplain Aide is First Class rank. |

den chiefA Den Chief works with a den of Cub Scouts or Webelos and their adult den leader. A Den Chief is one of the best recruiters for new Scouts the Troop can have. The requirements for Den Chief is Second Class rank and attend a Covered Bridge District Den Chief training which is offered twice each year.
